Exchange rates are introduced and calculated in ratio with the reference currency. Usually the reference currency is the national currency (i.e. RON) and the default currency is the international currency (i.e.: $ or €).

The dialog that works with reference currencies is accessed through the Tools » Reference Currency as shown in the picture below:

The dialog window for reference currency allows the selection of a currency from the list of the Currency Nomenclature.

Important: changing the reference currency will change the exchange rate depending on the new currency.
